The meaning of "round to the nearest thousand" is to estimate the number in whole thousands. If the last three digits (before any decimal) are less that 500, than round down, but if they are equal to or greater than 500, round up. Take 1567 for example. This would be rounded to 2000 as it is closer to 2000 than 1000. But with 1328, one would round it to 1000 because it is closer to 1000 than 2000.
