Both 90.1 and 106 can be divided by 1, as all numbers are divisible by 1. Additionally, they can both be divided by themselves, which are 90.1 and 106 respectively. Furthermore, 106 can be divided by 2, 53, and 106, while 90.1 can only be divided by 1, 2, 3, 5, 6, 9, 10, 15, 18, 30, 45, and 90.

Every number other than 0.

Divisibility is normally defined only for integers. As soon as you consider fractional numbers (such as 90.1), then any number can divide into it. The quotient may also be fractional but you have opened up the possibility of fractional numbers anyway.
