This is an example of the Commutative Property of Addition. You can change the order of the addends (the numbers being added up) and the sum stays the same, 6+3=9, 3+6=9. To remember what the Commutative Property does, think of commute, like somebody commuting to work (move from one place to another)

If you mean integers, well if you have two integers of the same sign that you are adding, add and the sign stays the same. If you have different signs, subtract and keep the sign of the one that has more. Regular numbers you just add them.
The identity property is when you take a number and you can either add or subtract a certain number or fraction to it and it stays the same. You can remember that the ID (identity) stays the same. An example would be 9-0=9. The 9 stayed the same, even when you subtracted something from it. You could even do 6x1=6.
