There are two ways to do it with whole numbers:

(23) x (1)

and

(-23) x (-1).

If you want more ways to do it, you have to use fractions or decimals, and then

there are an infinite number of more ways to do it. Here are a few:

11.5 x 2 = 23

5.75 x 4 = 23

5 x 4.6 = 23

0.5 x 46 = 23
