Unfortunately the colon from your ratio has been stripped form your question. There are two possibilities (if you had put spaces either side of your colon, it would have been obvious which):

  • 1 : 450
1 part is the drug

450 parts are the non-active ingredients

→ there are a total of 1 + 450 = 451 parts

→ percentage of the drug is 1/(1 + 450) × 100% ≈ 0.22 %

  • 14 : 50
14 parts are the drug

50 parts are the non-active ingredients

→ there are 14 + 50 = 64 parts in total

→ percentage of the drug is 1/(14 + 50) × 100% = 1 9/16 % = 1.5625 % ≈ 1.6 %
