The answer depends on the degree to which you are meant to be rounding. If you are rounding to the nearest integer or the nearest tens you do nothing. If you are rounding to the nearest thousands, you round down if the last three digits of the number are 450 or less, and round up if they are 550 or more.

If you are supposed to be rounding to the nearest hundred, the school answer is to round up to the higher of the two multiples. Although this is usually the expected answer, it is a flawed rule because it introduces an upward bias. The unbiased procedure is to round to whichever of the two is an even multiple of one hundred. This is the method that is approved by IEEE (Institute of Electronic and Electrical Engineers).
