If you put an ant down on the rectangle and start him walking along the line, the 'perimeter' is the distance he has to walk in order to get back to where he started, if he stays on the line. If you put him down on a corner of this one, he has to walk (8m + 3m + 8m + 3m) = 22m. That's the perimeter.
To complete the circle you would have to walk 10 blocks south and 1 block east to return to your starting point, 11 blocks.

The definition of waddle is to walk in a slow, clumsy way. The short steps will cause the body to sway back and forth. A penguin has short legs, causing it to walk with a waddle.
I wouldn't have thought so, because when you walk, your swinging your arms naturally and the balls of your feet are 'rolling' and keeping at a steady pace and keeping your body in a balanced posture. Stepping pretty much keeps your legs in the same position, your back is kept straight, and your arms dont move a great deal :)
