I am a gay guy, and have a foot fetish myself, so I have come across lots of straight men who have massive fetishes for male feet despite being into women!
I am no psycologist, but (according to experts) most foot fetishes are said to stem from the experiences/discoveries of an infant, which (when pleasurable or non threatening/comforting) forms a subconcious bond or connection to a specific object/or thing. If you think about it, a fetish starts in much the same way as a phobia which is just as irrational, but associated with fear/discomfort instead of pleasure/comfort.
A lot of people will forget the trigger/occasion that began a fetish or phobia during infancy, but the brain will still be "wired up" to respond to the certain object with feelings of love and infatuation, or fear.
The foot fetish may come from curiosity of the infants own feet, or another present male (his father, grandad, older brother etc) way before sexuality even really matters to a boy, or indeed, way before an infant boy even comes to realise what sex he is conciously.
For this reason I believe that as a boy grows up, the infatuation with feet remains something which, in his mind, is an exception to the stigma's of gender or sexuality depending on how the initial experience played out during that early stage of infancy.
