Because in 1777 (three sevens) was a very bloody year all along the frontiers of Pennsylvania, Virginia and New York. The British Lt Governor of Detroit, Henry Hamilton, was ordered by the British Government to supply and encourage their Indian allies to attack all the patriot settlements and thus made proclamation on 24 June 1777 doing just that.
