Whole numbers and mixed numbers are two different things. I suppose you could write 37 as 36 and 4/4, but it's kind of pointless.
To write the number fifteen and one half in numbers you could write it as: 15 1/2 or as 15.5

Oh, dude, you can add up to 9 to 74,253 without having to regroup. So, like, you could add 9 and get 74,262, but if you tried to add 10, you'd have to regroup and carry the one. But hey, who's counting, right?
