As far as I am concerned, these two are interacting factors as to human development. Actually, there is a debate about this issue which popularly known as nature vs. nurture or rather, nurture vs. nature. The proponents of nature vs. nurture adhere to the idea that humans are governed mostly by the inherent characteristics and not by the environment. And so the otherwise.
