Kg is a measure of weight.

Litre is a measure of volume.

The only way to convert between the two is if you know the density of the object you want to measure, where:-

density = mass / volume

(note: 1L = 0.001m^3)

However, 1kg of water = 1 litre of water.

This question cannot be answered sensibly. A litre is a measure of volume, with dimensions [L3]. A kilogram is a measure of mass, with dimensions [M]. Basic dimensional analysis teaches that you cannot convert between measures with different dimensions such as these without additional information.

It takes only a little mental effort to compare a litre of air and a litre of water to see that the two will have very different masses.

The conversion of kilograms to liters depends on the substance's density. So, without knowing the density of the substance, it is not possible to directly convert 1 kg to liters.
