technically speaking yes, most people in good shape could sprint around 15 miles an hour though only for a very short time (a mile if you stamina is good) I'd say no, but I'm sure someone out there could barely manage it because 15 miles is quite a distance on foot in a short time span.

as of now a human cannot. The fastest ever time by a human running a half marathon is 58:23 seconds, a half marathon is 13.1094 miles.
