Not quite. It is the orientation divided by ten, which is rounded to the nearest whole number. A runway whose orientation is 157 degrees would not be runway 160, but runway 16, which is 15.7 rounded to the nearest whole number.

Alternatively, you could round to the orientation to the nearest ten and then divide by 10.
