When rounding to a specific place, take a look at the digit immediately to the right of the target, in this case, the tens place. If that digit is 4 or less, zero everything to the right of the target out. If that digit is 5 through 9, increase the target by one and zero everything to the right of it out. If the target is a 9, increasing it will turn it to zero and increase the digit to the left of the target by one.
To round off 430 you will have to round up or down. To round down then it till be 400 to round up it will be 500
To round to the nearest whole number, round down to 60. To round to the nearest hundred, round up to 100.

If you round it to the nearest 10, then it rounds up to 30. If you round it to the nearest 100, 1000 etc it rounds down to 0.
Depends what you're rounding it to. If it's the nearest tenth, you round up to 1260 if it's the nearest hundreth, you round up to 1300 If its the nearest thousanth, you round down to 1000
395 would round up to 400. 394 would round down to 390.
The smallest that will round up is 650. The smallest that will round down is 701.
