In order to reduce a fraction, you have to be able to take the same factor out of both numbers. 18 and 5 don't have any factors in common other than 1. You could take 1 out of both of them, but you'd still wind up with 18 and 5. If the GCF of the numerator and the denominator of a fraction is 1, the fraction is in its simplest form.
