The difference between two numbers should not be negative since "difference" is an absolute measure.

However, allowing for sloppy use of terminology,

12 - 10x = -28

Changing all signs: -12 + 10x = 28

Adding 12 to both sides: 10x = 40

Dividing both sides by 10: x = 4
