To change e decimal (which should be called a "decimal fraction") into a "proper" fraction, first write it down as a fraction and then try to cancel it. This 0.1666 = 1666/10000 which would 2 to = 833/5000

It looks to me as if you mean the sixes in 0.1666 to be recurring. If you know anything about "thirds" in decimal form you will know that 0.3 recurring, which looks like 0.3333333333333333333333333going on for ever, then you might recognize that 0.16with the 6 recurring is a half of 0.3 recurring.

Since 0.3 recurring = 1/3, then 0.1666666recurring = 1/6
