Given a number ab/c first make sure b and c have no common factor. If they do, divide bith by their highest common factor.

Thus simplify b/c to p/q. And so you have ab/c = ap/q which can then be converted to the fractional form (aq + p)/q.

If b/c has been reduced, then there is no need to check (aq + p)/q. If you did not first check b/c for common factors, you need to check now. The advantage in doing it as the first step is that you will be working with smaller numbers.
