To round a weight to its nearest pound, you look at the digit in the ones place. If the digit is 0-4, you round down to the nearest pound. If the digit is 5-9, you round up to the nearest pound. For example, if a weight is 145.6 pounds, you would round it down to 145 pounds, and if a weight is 189.3 pounds, you would round it up to 190 pounds.

When rounding to a specific place, take a look at the digit immediately to the right of the target, in this case, the tenths place. If that digit is 4 or less, zero everything to the right of the target out. If that digit is 5 through 9, increase the target by one and zero everything to the right of it out. If the target is a 9, increasing it will turn it to zero and increase the digit to the left of the target by one.

You could not. Pound is a measure of mass, not of weight.
