There can be no answer since the two measures are incompatible. 80 cc is a measure of volume - of the engine cylinders whereas miles per hour is a measure of speed. The two measure diffeerent attributes and so conversion between the two is not valid.

80cc is simply the capacity of the cylinders. The capacity is irrelevant to the maximum speed.
