There is inconsistency of dimensions. Centimeters squared = cm^2 is two dimensional (surface area, for example) while millimeters is one dimensional (length in one direction, but no width. ie infinitely thin). How many infinitely thin lines can you place in a finite area? Infinity.

There can be no equivalence. A millimetre is a measure of length in 1-dimensional space while a square centimetre is a measure of area in 2-dimensional space. The two measure different things and, according to basic principles of dimensional analysis, any attempt at conversion from one to the other is fundamentally flawed.
