You may have twigged after partition 2, result = 140 was a multiple of 7!

The rules used are FIFA rules. The FIFA website contains this extensive list.
In order to be able to plan on outcomes. one rule is that you pay for your purchases, if people did not do so then no one would produce products. another is road rules, without them people would not be safe. the list can go on for ever. there are of coarse also many rules that are there to satisfy the beliefs that people have.
