When something is divided by a factor of 10 (i.e., a number that ends in at least one zero), that just means you can move the decimal to the left by the number of zeros (on both terms).

Examples:

99 / 70 = 9.9 / 7 (the two are the same)

4573/8300 = 45.73/83 (the are both the same)


If the denominator (bottom number) happens to start with a 1 and only end with zeros (10, 100, 100000000, etc.) then after you move the decimal to the left, you are left with a 1. A number divided by 1 is equal to the number.


Examples:

99 / 10 = 9.9 / 1 = 9.9

100/10 = 10/1 = 10

3 / 1000 = .003/1 = .003


So in your case you have:

5 / 100, so you can move the decimal over two places.

.5 / 10

.05 / 1 = .05
