It depends upon for what you need the estimation.

However, 0.3 is exactly 3/10 which is a much more useful estimate (if it could be called one) as dividing a non-repeating decimal number by 10 guarantees an exact answer in decimals whereas dividing by 3 (or multiplying by 1/3 which is the same) can lead to repeating decimals which can only be approximated as a terminating decimal.
