Truth is New York state has very strict rules. If you fail, then you go to summer school. If you fail summer school, then you repeat whatever grade you are in now. For 7th grade if you fail NY state, they would send your teacher your results somewhere in July & they would send a letter home if you failed.If you failed YOU HAVE to go to summer school. Also from experience I was a very smart student. My average was 85% I was the smartest one in class but i failed the NY math test. Surprising huh? But before NY state says you fail, they go to your teachers and your teachers have to send your math portfolios and evrything that you did in class that your teacher saved to NY state so they can give you a chance to pass. How I know this? My teacher had a whole 1 hour conversation today - GOOD LUCK!
As of today, NY state does not require a state or local test to become licensed. The only requirement is filing forms with the state, and fingerprinting. The title buearu (Dept. of State) has said that they think licensing in NY will not be instituted until 2010 or later.

When you register for the NCLEX exam, you indicate on your registration which state you are trying to get licensure for. This state then needs to provide your authorization to test. You can take the NCLEX anywhere, and you will get the license for whatever state you put on your registration form. If you are getting a NY state license however, it is not valid in California, only in NY. You need to get your license endorsed over to California through their state board of nursing.
