Strictly speaking, yes. However, it's a fairly small effect. From 0 to 100 degrees Celsius, the constant pressure heat capacity of water in joules per gram kelvin is constant to two significant figures. You need to measure to at least three significant figures to see any variation, so for rough "back of the envelope" calculations, treating it as constant doesn't introduce a lot of error. And if the existing temperature is the boiling point or melting point of water, you can add lots of energy and get no increase in temperature as the energy goes into change of state, instead.

However, any zeros that appear behind that first significant digit is still counted not skipped. The value, rounded off to one significant figure, is 0.003. Do note that even if the number is exact, you have to add the extra zeros behind. For example, state 5 in 3 significant figures would mean the answer would be 5.00 The difference between 5 and 5.00 is that the two extra zeros indicate a level of precision that is 100 times greater. These zeros are not merely place holders.
The answer depends on the situation. You could round the answer so that it does not have more significant figures than any of the components which went into calculating it.
