A hectare is a measure of AREA whereas a metre is a measure of LENGTH. There is NO direct conversion between the two.

A linear measurement has 1 dimension; an area has 2 dimensions.

A line can be considered to have a 0 second dimension (zero width)→the area of 21600 m is 21600 m × 0 m = 0 m² = 0 hectares;

or it can be considered to have an infinite second dimension (infinite width)→the area of 21600 m is 21600 m × ∞ m = ∞ m² = ∞ hectares

If you meant 21600 SQUARE metres in hectares, then:

10000 sq m = 1 ha

→ 21600 sq m = 21600 ÷ 10000 ha = 2.16 ha
