Do the division, if there is no remainder, then it is divisible. Seriously, the "divisibility rules" can help in some specific cases (especially division by 2, 4, 8, 5, 3, 10), but it isn't worthwhile to find divisibility rules for lots of different numbers. It becomes more complicated than doing the actual division.
