It is a torture chamber that they used to torture jews. You can read it in CORRIE TEN BOOM: THE HIDING PLACE.

It's not actually a torture chamber, but more of a means of punishment (ie - torture - it could be issued for any minor infraction). In German, "Kalte" means "cold" and "kost" means "food". While in Scheveningen (a prison), Corrie Ten Boom relates that "kalte kost" was a punishment of bread ration alone - without the daily plate of hot food.
