Since density is mass per unit volume, measured in grams per cubic centimeter it would be more accurate to divide the 11.4 by 15.625 to get the density (one milliliter or ml occupies one cubic centimeter of space). Hence 15.625 "divided into" 11.4 = (11.4 / 15.625) is the answer if dealing with density.
