When water is in a solid state, we call it ice. In liquid state, it is simply referred to as water. And in gas state, it is called water vapor.
When water changes from a gas to a liquid it is still called water, but I don't think that was your question. The process of changing water, or any substance for that matter, from it gaseous state to it liquid state is called condensation,
The gas state of H2O is called water vapour. However, it is not steam, as steam is a collection of small condensed water droplets.
