Go to the MTD Manual Archive with the number you have and enter it into the Model Number box. For the Serial Number simply type a 1. Link is below.

Set the parking brake and disconnect the spark plug wire. Remove the cutting deck and the battery. Loosen the pulley and remove the upper belt. Remove the belt guide and the belt keeper. Loosen the bolt on the crankshaft pulley. Remove the lower drive belt.
go to mtd .com enter model number an follow instrutions
Remove battery, take out battery tray then remove nut on top of pulley take pulley off slide the new belt on then replace the nut

remove the varable speed pulley-replace both belts re-install varable speed pulley--your done.

It would be the "H" deck at the link below; the various 46" decks it would be the first one shown and the top belt goes to the top pulleys on each on each side(not shown.)
Well Hmmm... It could be the belt is to long, the tension spring is worn, if it is a vary drive system (2-belts) the vari-drive assembly may be worn and not grip the new belts. Re check your belt routing make sure it is on the inside of the guide pins and not stuck on one. If you removed the front drive pulley from the engine to remove the belt ( some people do) check to see if the drive key is still in place. One last thing is to check and see if the new drive belt is installed or seated in the transmission drive pulley, some times they can fall below the pulley.
