The perimeter is when you add all the sides up. so the formula is L+W+L+W=P. (P = 2W + 2L)

In this case it would be 11+3+11+3= 28 cm

I assume you mean a rectangle. Just add the length of all four sides - in the case of a rectangle, that's equal to twice the length + twice the width.
