This is a very broad question. It depends on what purpose the motors is to be used for.

If for example, the motor was used to drive a table saw of course you would check to make sure that the blade was clear before starting the motor.


For motors used in commercial and industrial applications, periodical inspections would be made to make sure that the driven mechanisms are not worn or damaged. In applications where the motor could become contaminated by, for example sawdust, make sure that the cooling fins on the motor are not plugged and cause the motor to over heat.


These are all preventive maintenance procedures and really there is no written required safety precaution procedure before starting a motor. In most cases just plug it in or turn it on and it starts.
