Whether or not an angle is even depends on the measurement unit that you use. Any angle that is is a whole number of degrees (other than 0), will be some irrational number of radians.
Some irregular polygons with an even number of sides will have opposite sides that not parallel and angles that are not the same. However, not all irregular polygons will satisfy these requirements. There is no specific name for such shapes.
