To round to the nearest tenth use the hundredth digit to decide to round up or down.

The hundredths digit is a 7 so round up.

The tenths digit is a 9, so adding 1 gives 10, which means keep the 0 in the tenths column and add 1 to the ones column:

30.97 → 31.0 to the nearest tenth

Note that the .0 is normally not written, but as it is written it is significant: it shows the number is accurate to the nearest tenth.
