Neither of those terms defines a line. To define a line, you would need to describe a relationship between two variables normally x and y. -2x and -3x are only single terms with a single variable, and so do not fit the bill.

If however you are referring to the lines:

y = -2x

and:

y = -3x

Then the answer is that the latter of the two is more steep. With a slope of -3, the height changes half again as quickly as the other line with a slope of only -2.
