The answer to "divided by" is how many times you can subtract the divisor from the dividend.

10 divided by 2 is 5, because you can subtract 2 from 10 five times before the 10 is empty.

12 divided by 3 is 4, because you can subtract 3 from 12 four times before the 12 is empty.

24 divided by 12 is 2, because you can subtract 12 from 24 two times before the 24 is empty.

3 divided by zero is what ? How many times can you subtract zero from 3 before the 3 is empty ?

As many as you want, and the 3 still never gets used up, and you still never come

to the end of it.

So there's literally no answer. The answer is "undefined" because there isn't any.
