Because, in that temperature range, microbes and bacteria are all-but killed off.

WRONG; Bacteria are not killed off, they are merely inert. This is why food taken out of the fridge (particularly defrosted) should be eaten very promptly. All those inert bacteria begin to multiple like crazy as soon as the product reaches room temperature.
