12 means permanency, completion- whereas 7 represents temorary or dispensational perfection. So when you look at the 12 apostles, they are premanent . They were set up and are complete they well never change. The same 12 that were here on earth are the same 12 in heaven. If there would have been 7 it would have been just earthly. not complete.
