As far as I know, wires are wrapped to protect them from the weather and rust. The platic protection are used to reinforce the wire's durability and prevent it from losing electrical tension.

The very first reason they are coated is to minimize the chance of shorting out with other conductors. The coating protects the wire from shorting against a metal ground or other wires and objects.

As with any cable or cord set the outer jacket is used to protect the inner current carrying conductors. Jackets are made of various hard wearing materials depending on the type of location and duty use the cords and cables will be subjected to. The wires are covered with insulation to stop them from shorting out between themselves and between themselves and ground.
