I can't tell you why, but it has been in 1/5's since 1960 A.D. at least, but they still had quarts like now.
I'm guessing it had to do with laws. My thinking is the was some kind of tax on a quart, so "they" decided to sell the gallon divided by 5 to skirt the law.
