Interesting question. At first glance, it appears that 4.46 is very close to 4.50, as the difference is only 0.04. Most rulers have the smallest division as 1/16 which is equal to 0.0625. Since 4.46 is less than 4.50, the question then is 4.46 less than the next lower division 4 7/16. I can quickly say that it is not because I know 4.46 is only 0.04" away from 4.5. As a check, I can quickly calculate 4 7/16 to be 4.5-0.0625 = 4.4375. So 4.46 is between the 4.5 division and the 4 7/16" divisions on your ruler. The divisions on a ruler are easy to convert to decimals so long as you remember 0.50 = 1/2 and 0.25 = 1/4. For the others ( 0.125 = 1/8 and 0.0625 = 1/16) if you forget use a calculator. I do!
