If you want to be able to identify individual schools, then a table is a better option. Any sizeable city will have several hundred schools and a graph showing the number of teachers in EACH school is likely to be a very cluttered graph.
If you only need to know the distribution of teacher-numbers across schools, a histogram is ideal.
Alternatively if you have the geographical locations of the schools then you could arrange to place a marker for each of them on a map, and to superimpose the number of teachers associated with the a school on its marker on the map.

There is no definite number of signatures that you need to make your school hire one of your substitute teachers. However, a general would rule of majority would apply. You should get at least signatures from two-thirds of the school population.
