The Mobile Equipment ID (MEID) number for a cell phone is used for the exact same reason that the Electronic Serial Number (ESN) was used: identification and verification. When one makes a phone call via a cell phone, the network needs to verify that the call is being transferred to the number dialed (for billing purposes if nothing else). However, the ESN was only 32 bit, allowing for only 232 (4 billion or so) different ID numbers, and believe it or not, those 4 billion numbers are used up. An MEID number is 56 bit, allowing for 256 (roughly 72 quadrillion) unique identification numbers to be used. There may be a lot of cell phones and other mobile devices out there, but there's far less than 72 quadrillion.

A mobile equipment identifier (MEID) is a globally unique number identifying a physical piece of CDMA mobile station equipment. The number format is defined by the but in practical terms it can be seen as an IMEI but with hexadecimal digits. An MEID is 56bitslong (14 hex digits). It consists of three fields, including an 8-bit regional code (RR), a 24-bit manufacturer code, and a 24-bit manufacturer-assignedserial number. The check digit (CD) is not considered part of the MEID.The MEID was created to replace ESNs, whose virgin form was exhausted in November 2008. As of TIA/EIA/IS-41 Revision D and TIA/EIA/IS-2000 Rev C, the ESN is still a required field in many messages---for compatibility, devices with an MEID can use a pseudo ESN (pESN), which is a manufacturer code of 0x80 (formerly reserved) followed by the least significant 24 bits of the SHA-1hash of the MEID
