The reason is Mexican people don't rely on cars as much as Americans do for modes of transportation. This has allowed less urban sprawl, as the city has had more cohesion between urban areas and neighborhoods. As a result, Mexico City has 22 million inhabitants living on an area less than half the size of New York City.
