It actually means , that a drug dealer is close by usually like a block away , it depeands what way they got the shoes to face , so when someone wants drugs they call and they tell them where to look for the shoes instead of giving out the address . <-? I never heard of that and i live in philly & got people in n.y. & we never heard that.. maybe waay back that's what it meant, but now kids just toss them up there randomly. TRUST ME. You don't need any "special codes to get drugs around the city!
