you don't use the Intel for a specific purpose. if you collect half of the Intel in the game you will get an achievement. if you collect all of the Intel you get another achievement.

I dont think you can, as far as I know its just a collectible which you get an achievement/trophy for getting them all. It might enable cheats, but if it does I've never seen it, sorry. Hope this helps.
