most people run them somewhere between 6 and 8 hours salt water pools have to be run long enough to keep up the production of chlorine for the water. However it also depends on how much dirt gets into the water and the temperature. In low temperatures you can cut back on running the filtration as long. You are the best judge in the long run as you can see if the water is staying clean enough in your pool.

Well, if by the question, you mean, how many hours a day should you run your filter and chlorinator, the answer is 8 hours per day in summer; half early morning, half late afternoon, 6 hours per day in winter; half early morning, half late afternoon

You can run the filter anytime of day you wish, however the pool has its biggest demand during the daylight hours so it is preferable to run the pool during the day and turn it off at night when there is less demand. If the water gets hot enough 90 degrees or above you should run it 24 hours a day until it cools down!
This question can't be answered without first knowing the GPH, or gallons per hour, rating of the pool's pump.
Yes it is safe, in fact I would recommend it; I manage a pool and spa store in Richmond, Va and own a pool myself. We never turn the pump off in season except for routine maintenance. Keeping the pump on helps keep the pool properly sanitized, and prevents the growth of algae and water molds. It is to my knowledge, not harmful to the pump, as most of our customers do the same, and we don't have many failures. Manufacturers build the pumps for this kind of use, they are warn out faster by starting and stopping than by continuous operation.
